[摘要]
目的 构建医院船应对水系灾害现场应急医学救援核心能力指标体系,为人员选拔、培训及能力建设提供依据。方法 基于文献研究拟定含6个一级指标、22个二级指标、51个三级指标的初始框架;采用德尔菲法开展2轮专家函询修订完善体系;检验专家积极系数、权威系数与协调系数。结果 2轮专家函询问卷回收率均为100%,专家权威系数分别为0.903、0.893,2轮肯德尔和谐系数分别为0.243、0.257(P<0.05)。经2轮修订,最终形成的医院船应对水系灾害现场应急医学救援核心能力指标体系,包括6个一级指标、30个二级指标、96个三级指标。结论 构建的指标体系专家意见集中、可信度高,可为医院船医疗人员选拔、培训、考核及建设提供规范工具。

Objective To construct a core competence index system for hospital ships in responding to on-site emergency medical rescue in water-related disasters, and to provide a basis for personnel selection, training, and capability building. Methods An initial framework consisting of 6 first-level, 22 second-level, and 51 third-level indicators was developed based on literature review, 2 rounds of Delphi expert consultation were conducted to revise and refine the system. The expert positivity coefficient, authority coefficient, and coordination coefficient were examined. Results The questionnaire response rates for both rounds were 100%. The expert authority coefficients were 0.903 and 0.893, respectively, and the Kendall's coefficients of concordance were 0.243 and 0.257, respectively (both P<0.05). After 2 rounds of revision, this final core competence index system comprised 6 first-level indicators, 30 second-level indicators, and 96 third-level indicators. Conclusions The constructed index system demonstrates concentrated expert opinions and high credibility, and can serve as a standardized tool for the selection, training, assessment, and capacity building of hospital ship medical teams.
